Interim Order Of Supreme Court Not To Implement National Identity Card The Supreme Court has given an interim order not to immediately implement the new rule that requires submission of a national identity card instead of citizenship to take government and non-government services. Advocate Ram Bahadur Raut and others filed a writ petition on June 28, making the Office of the Prime Minister and the Council of Ministers, the Ministry of Home Affairs, and the Ministry of Law, Justice, and Parliamentary Affairs as defendants. In the petition, an interim order was sought to stop the various arrangements related to the national identity card as unconstitutional.
In Part 5 Point No. 1 (A) of the Gazette of the Ministry of Home Affairs dated June 10, “Instead of the Nepali citizenship certificate to be submitted to receive or request public service facilities provided by the Nepalese government-owned agencies, organizations, and private sector, by submitting a national identity card or national identity number” It is mentioned that such facilities can be obtained.
In the first phase, RAKAR decided to make national identity cards mandatory for the renewal of social security allowance in 28 districts from Sharwan 1. It was said that this rule would be implemented in more districts by expanding it.
The government decided to make national identity cards mandatory for health insurance, pension, revenue (personal income tax registration), driver’s license, and company registration and renewal. Similarly, it was said that national identity cards will be made mandatory for banking and financial services, telephone and sim cards, social security funds, and real estate-related work.
With this move of the Supreme Court, citizens can get government and non-government services based on their citizenship certificate, and there will be no problem even if they do not have a national identity card.
