500000 fine for those who make fake IDs or share ugly photos on social media. Now, those who create or use fake IDs on social media can be fined up to five lakh rupees. This type of provision has been included in the draft bill prepared by the Ministry of Communication and Information Technology for the use and regulation of social networks.
It is mentioned in the preamble that the bill has been drafted to make the use of social media dignified, safe, and organized and to discourage the negative effects that may be caused to individuals and society due to its misuse.
In order to promote social harmony, cultural tolerance, and good governance, the preparation of the bill has been started as a necessary legal arrangement for the operation, management, and regulation of social media platform operators and users by making them responsible and accountable.
The Social Media Management Council, chaired by the Minister
Through the bill, the arrangement for the formation of such a council under the chairmanship of the Minister of Communication and Information Technology has been put in the draft to make the necessary policy arrangements for organizing and regularizing the operation and use of social media. It is mentioned that there will be the secretary of the ministry, the chairman of the Nepal Telecommunication Authority, two people nominated by the ministry on behalf of the social media platforms, the director general of the information technology department, the joint secretary member of the ministry, and the member secretary from the social media management center.
Ban on unregistered social media
According to the draft bill, the government will prohibit the operation of social networks in Nepal that are not registered in Nepal or whose registration has been revoked. Such authority has been given to the social network management center itself.
The responsibility of shutting down social media platforms that are blocked in this way is assigned to all internet service providers.
Social media terms
Certain conditions are proposed for social networks in the bill. In cases of violation of such conditions, a fine of up to 10 lakh rupees has been provided.
Algorithms should be developed to prevent the publication or transmission of information, advertisements, and materials that are against the prevailing law.
